If I were you I would call an electrician and let him go thru your wires as a pro active measure, make sure it is safe and don`t wait until it starts burning.
I know, but I can't do that because of many reasons that are linked together.
My father did call another (by "another" I mean someone who has never worked on my household's wiring, and he didn't know what to do because he couldn't figure out the electrical phases (whatever those are), so we decided not to mess with it and just leave this to the person that's worked on these wires from the beginning.
And that was the only electrician in our village, another one (if he exists) can only be found about 20 km away in the next village, but I've no way of getting there (unless I walk, but even then, where would I walk to since I don't know anyone in that village)...
The only person that knows what's going on is the original person who wired the entire house, but that person can only be contacted by my father who is hospitalized with cancer (he barely eats a loaf of bread every few days, talking to him on the phone is almost impossible as he needs rest and I wouldn't be able to hear him anyway as he's lost his voice and so on... a lot of linked reasons for which I can't call any electrician and which is why I'm asking here)

it is also possible that some layers got damaged, so it produces sounds, but you still have to find someone to fix it.
I'm aware, man! But I can't do anything else besides asking around for solutions. I, for one, am not touching those wires, there's like 30 or 40 of them for all sorts of things, along with many dozens of fuses and stuff that I don't understand. I also have no smartphone to take a clear picture and post it here, maybe someone would figure something out...
The person who worked on this wiring never finished the job (he's an old man living 80 km away from this place, so we had to periodically - like biweekly - bring him in here for a few hours during weekends so he can work on this, but lately - with my father becoming ill - this ended, and now I'm left with a potential bomb here in my room, my hair raised higher than my cat's hair when I went to sleep earlier but woke up 10 minutes later by whooshing sounds coming from the panel, even now my hands are still shaking...)
You’re considering working on a live electrical wire,
believe me, I'm not considering working on anything. I just want to prevent a fire and - in case that a fire does break out - I am interested in containing it and putting it out ASAP and with as minimum damage as possible. I can assure you that I'm not touching that panel until when I need to prevent catastrophes from happening...
and the risk of fire is great enough that you’re asking strangers on the internet how to put it out? I really don't see how this could end badly.
ok, what else can I do? There's literally no electrician where I live (at least none that understand this stuff, so I'd have to go to the nearest city which is 80 kms away and convince someone to come here without getting paid since I have no money to pay them). Where am I going to find someone who does this out of the kindness of their heart? Not to mention that I don't own a car, there are no buses from here either, and so on...
If you can’t afford a certified electrician (assuming that’s even a thing in your country), at the very least hire someone with experience doing this stuff.
there's NO ONE! Honestly... One of my close relatives that's been a welder in his time came here to have a look after I told him that I hear all sorts of whooshing and crackling sounds and he saw the panel and went like "mhm, these are wires, this is blue, this is fuse..." and we just stared at each other and we both went like "I'm not touching this"...
Throwing a wet towel over an electrical fire is extremely dangerous. Do not do this.
are you 100% sure? Because if I throw it (so, not making contact with the electrical stuff) I don't see how this can harm me... of course, the question about how I would prevent this fire from spreading still remains even if I will not be harmed by the wet towel over electrical wires...
And if this happened to you how you deal with it in an emergency?
