Prices for top-level domains differ often per registrar. For instance, Namecheap is $3 to $9, with 1yr domain privacy included. Domain privacy only applies to a limited set of TLDs. In addition, the domain privacy is separate from domain registration, so you can choose whichever business to provide privacy if you want.
Also, are you just looking for initial costs for registration, or lifetime costs? If the former, find the sketchiest place that'll register your domain for 0.99, then run off with your personal and financial information. If the latter, you can go with a reasonable price for a quality service that will maintain a reliable business over the duration of your dealings with them.
On that note: Namecheap
