Payoneer banned my old account aged for years ago.
I need an alternative international bank account in order to receive money and pay FB Ads.

Rough. I kinda also recommend either Wise or Revolut. Though I know Revolut isn't available everywhere just yet, they're my go to for VCCs.
As for Wise in particular, it works well enough for receiving money and making international payments. Make sure to have backups btw, FB can get rather moody about payment methods.
