If you have photoshop, you can design a site with Site Grinder plugin from Media Lab or maybe you can use Xsite pro.

I use wordpress (you can find loads of free templetates online) or I email some whizzkid to make it for me cheaply (if wordpress isnt suitable for that type of website)

When I want something pretty, I mess around in Dreamweaver.

When I just need something quick, I use XSitePro

Wordpress is my favourite platform though, so usually I just use a theme.

Personally, notepad is pretty solid.
