First way is to use Android's built-in feature: Settings > WiFi settings > Configure proxy settings > insert your proxy credentials in the required fields.

Another way is to download a software like OpenVPN (there are many similar others), get the .ovpn file, insert the proxy credentials and you're ready to surf.

Why not just use mobile data and if you need reset IP, airplane mode for 30 seconds. It would be cheaper and faster.
