Depending on your niche, you could apply different strategies. Could you tell us what the topic of your channel is?

Hello my friend!
YouTube doesn't monetize based on the number of views, but rather on watch time, the total hours watched. Short videos require much more watch time than longer ones.
If you want to make money with this, you need to focus on improving the quality of your content every day to increase your click-through rate and viewer watch time.
Watch hour is approx 3.8k

If your Shorts channel already has over 3M views and 2k subs, that’s a great starting point ,but yeah, monetizing Shorts is tricky if you're not eligible for YPP yet.
The real leverage will come from combining that reach with something external: affiliate links, niche products, or even driving traffic to a longer-form channel to boost watch time.
YouTube’s Shorts fund isn’t much, and ads don’t hit the same way unless you’re getting crazy volume, so your best shot right now is finding what your audience already clicks with ,then tying it to a lead magnet or offer off-platform.

not to burst your bubble but it doesnt pay that much, but if youre still interested then go to youtube partner program and check if you have all the criteria to monetize videos

Continue posting videos consistently under the same niche and wait for it to blow up. Always remember to post quality content, as in, don't post for the sake of posting, post content you like showing to the audience.
