Perhaps you should be more specific and provide us with more information as to what your currently cloaking setup is. You need to use quality accounts.

you can consider using accounts with some previous spending, warm up first with some posts, maybe the approval rate will be higher
 
Actually, it is very normal for ads to be rejected, especially for products like gambling. You should change the content and images for the new campaign and wait for Facebook to accept it. As long as the campaign is active and can be spent.
