Op first of all i am little confused you are talking about clicks? I took it as you meant visitors...
You say 1300 searches per month... now there are few question which comes in mind
1) 1300 is it exact search volume
2) is it Global search volume
May be it's broad search then exact might be very small, small enough to not get searched daily... If it's global then may be it's not getting searched in every country and you might not be ranking in those countries where it's getting searched...
If it's combo of both then LOL you got the picture...
Now question is how do we do these keyword research when different tools provides different results for same keyword... No tool provides correct result so what I do is pick all keyword tool which I have access and then search my keywords through it... I only check for exact keyword and mostly in USA... Country could be your choice but only exact searches...
You will get different result but you will some common ground, a rough idea how many searches are in that particular niche... Now go check for competition... Search with quotes, inurl and intitle and you will have rough idea of how competitive any particular niche is... Also check how many of top 10 are article sites or web 2.0 because they are easy to outrank... Also check what kind of keyword are they... Informative, buyer keyword... is there any CPA products available in market which can be combined with your site so you can make more money...
Pick such keywords which got search volume and low competition... Now question yourself which one you want to go first...

If you will work before making site or promoting it then you will not have to question again why I am not making money even after ranking...
Keep your site neat and clean with good content and ads optimized so if people start coming then you can get best possible return...
