Now I’m trying to figure out the best way to position and sell this — which audience to target (agencies, affiliates, international buyers?), and where to start promoting properly.

Welcome! That could be useful to list here, it takes time after engaging with the community to be able to list offers for sale in the marketplaces. Take a minute to read the rules and best of luck!

P.S. I think many proxy sellers say CGNAT/4G etc, perhaps you can better setup a way to provide some verification that this is the case! I say this because I've read that sometimes that is not actually true, but in general I believe proxies can be a hit or miss until you find a supplier that works for you.

You can open threads on Marketplace to advertise your products or make partnerships with other tools such as antidetect browser,... If you plan to develop it, do it professionally (website, fanpage,...) then you should expand in the direction of cooperation. If you sell retail, actively post on Marketplace.
