Read these two pages and make sure everything is in line with it. If everything is genuine and you are within everything, I don't see why you wouldn't get accepted. I remember my random Youtube channel even got accepted at one point into the program.

do you think that niche really matters? my channel will be reviewed in step 3 , in step 2 it is just adsense that rejected me.

all content is faceless and ai made , so there are not copyright issues. its about stories ( horror, love , facts etc etc)

Its common issue bro 
I think many people have this problem. YouTube may reject AdSense for some reason. Check their email to see why and fix the issue. Then, try applying again.

If you aren't following the guidelines, they will reject it also after rejecting, they show you the reason why they haven't accepted your channel and the steps to follow while re-applying or appealing

It's really strange, you should check the accounts to see if the other comment violates anything? You should check if your video has any audience restrictions? (This could also be the reason why this account can comment but other accounts (which are limited) cannot comment).

If its just ai moving ai images with bouncy text and an ai voice, that has no place on youtube sorry. Its worthless content. Its like animating a sentence from a blog, lol you left your creativity out in the cold. While you bathed in scam heaven with glorious promise, and no fulfilment.

It is because of AI made, there is very less chance to get monetize, Nowadays google not approving Ai channel.
You need to buy already monetized channel and grow your channel by posting AI videos.

I was getting rejected by adsense , not by YouTube. I don't know exactly the reason but I closed my adsense account and made a new one with other email and get accepted.
