People probably want them to publish apps without going through all the verification stuff themselves. Honestly I'm not sure how to best cash in on that. Maybe you could lease them out like a rental thing? Or perhaps sell them outright but make sure it's totally legit and above board you know? I'd look into the legal side of things first. Selling accounts can be a bit of a gray area. Good luck figuring it out though hope you make some dough!

Don't waste your time. Its not a real businesses building accounts for those that have been banned. Not only is a scammers paradise, its against the t&c of the site probably to have multiple. So don't know why you have more than 1? Whats the point? to see how good you are at data entry?
Use the 1 you have or forget about, and go find a business method that requires skill and imagination and is part of a market that will benefit from your work ethic. (although at the moment that would do with a better outlook about what it takes to make money)
