HELP!!! facing issue in facebook ads

Hi all, i need some advice on facebook ads for white label casino service. I've been doing it since last year and it's performing good until September. But since november till now, my leads quality is so bad that no matter how i optimize/ recreate ads and still no improvement. I tried engagement campaign and traffic campaign too but still the same outcome. I know that for sure is my targeting setting issue but until today i still can't find a solution for it .

detailed targeting on users
