Running custom audiences on new facebook accounts?

Is there any risk associated with this? Non black-hat themes but simply a customer list containing emails and numbers. The facebook business page is brand new and simply put i dont want to waste money advertising broadly, i just want to target existing pieces of data but don't want to get banned. If this is something that facebook would ban for, how can i go about warming up the account so i can use these lists ? There must be companies out there who create pages for the first time and want to immediately utilise their lists. It might also be worth noting thats these lists are roughly 20k in size and 100k+, millions etc..

On a side note, is it 'safer' to have facebook pixel installed when it comes to account health? Whilst we have customer data for opt ins, the source of the data is scattered and wouldn't want facebook coming to false conclusions.

If your site is white, you will have no problem installing a pixel on it.

Also don't be afraid to use ad lists, facebook itself will tell you that you need to spend 2$ to download them, but if something has changed you will need to spend some money anyway to be able to download ad lists.

Also be sure to create a LaL audience when you download the ad inventory, this will also help you in improving your results if you run ads to that LaL audience.
