How could consumers in the early days of exchanges protect themselves if hackers or scammers stole their paypal account once they had bought bitcoin via paypal?

What if the attacker has already emptied the account by then ?If you lost your PayPal, there was a chance to get your account back with PayPal’s fraud team, but not easy.
