Big boost of visits mainly with automated systems for creation. Any manual BH method is a waste of time definitely.

It's a shotgun approach - blast enough of those pages around and a certain % of them will receive converting traffic. The numbers must work for the people doing it to continue to do so.

They could be testing a new idea, anything that can help you to generate any source of traffic or draw some attention from the people that can see it while it work.

it's not total waste in very short-run. Such spammers using BH technique may earn few $$ in a day or few hours before they get banned/page removed 404 error. Else, it can be used for brand building "go to site xyz .com use coupon 123 to get 50% off" can be the title that sits for 2-3 weeks even if its github 404 page.
