Scroll down to the bottom of any page of the thread you'd like to respond to. You'll see a text editor:

As explained, you first need to upgrade your account to Jr. VIP or Marketplace Seller before proceeding with creating a sales thread.
Of course, this applies specifically to Marketplace Sales Threads.
As a free member, you can open threads in the https://www.blackhatworld.com/forums/, but you are not allowed to create a sales thread or sell without a proper membership.
