Struggling with this myself even after taken certain steps explained in the thread. Got to limited ad eligibility which is better than nothing but the keywords are now quite off.

If anyone has great solutions besides BH accounts I'm happy to listen in. We can get service agreements to prove data validity and etc. but aren't gov affiliated.
