I think you are targeting wrongly which leads to increase in bid. That will affect your campaign greatly. Maybe the ad content is saturated and product competition is very high.

I usually test the target files, and if they are good, I leave them on, and if they don't, I turn them off, which is the most effective way

CPM reflects the amount of money you have to pay for each customer who sees the ad. A high CPM means you are looking for the wrong audience or are targeting a certain audience that is too small. When dividing the total cost per person, of course it will be expensive CPM.
