if you are sending your data over insecurely, that is your issue; not a VPN.
If you are hiding from the gov, you shouldn't be looking at "FREE" VPNs whatsoever.

Depends how much you trust Messenger's Encryption.
Although, you don't really hold the keys and META probably has spares
So yes, consider it potentially public.
Using VPN won't change that from insecure to secure
As previously mentioned, that's not what a VPN does. VPN will attempt to ease or blur the traces you are being accessing from.
If you are looking to send messages or videos privately, consider using something proven to be more private, such as Signal instead.
