You should use an account with a high spending history. Recently, Facebook is restricting many campaigns. Try multiplying ad groups, reducing budgets and setting new campaigns.

Keep your budget low initially and gradually increase it. New accounts will be able to spend after one day, but I recommend buying accounts with previous spending history for smoother ad delivery.
