I can't pay $4.34 even though my card has a lot of money and is still paying to another account, I tried to add a payment card but it's not possible (My bank said the card was added successfully but in facebook it shows this error)

if you have paid hold many times without success then do nothing, if you continue fb will think you are spamming and that account will not be able to be fixed anymore, stop and wait at least 12 hours. then you turn off all active campaigns, add new payment method, create new campaign, wait a while the temporary payment will be collected and you can turn on your first campaign again
