5k budget

Yes it's more than enough to start.
Use spy tools, use their free trials, group buys.
Use tracking software, again free trials.
Use coupons when you buy traffic.
You wanna set goals.
1) first conversion
2) minimize negative roi
3) go positive roi
4) scale

That's a pretty decent amt to test campaigns. Which traffic sources are you planning to target?

Yes, you can succeed with $5000. Start with a network like MaxBounty that has white hat offers, and use facebook paid ads. Remember to track your campaigns with Bemob, they offer a free package. If you can't get into MaxBounty, then use push ads and another CPA network. Always remember to use a tracker, your data is what matters. It allows you to turn your campaigns profitable.

It depends what kind of offers you want to promote ? If you are thinking about Clickbank Offers & Search Traffic then use your budget wisely these days Google Ads is not going good with Good ROI
Edited: IF you have Bing Ads then you can start with Low budget Daily Spend and test only 3 to 5 offers at a time :)

I’m looking to start a CPA marketing business and I have a 5k budget for paid traffic and tools. Is this budget good enough for me to succeed in CPA marketing with testing and finding winning offers?

With a budget of $5k, you have enough room for testing different types of CPA offers, traffic sources and necessary tools. By set up your campaign properly, you can make good profit from your CPA marketing business. Just be patient and don't give up easily. Keep in mind that it may take a little more time than expected to reach profitability level so be prepare for that. The following tips also can help you make better decisions and avoid beginner mistakes:

First, invest only 70% of your budget on paid traffic which is equal to ~$3.5k not more. Testing CPA campaigns with different traffic sources is necessary to find your winning combination of traffic + offer. For the traffics, you can go with FB ads, Google Ads, Native Ads (like Outbrain or Taboola), Adult ads (like TrafficJunky or Exoclick) or push ads (like Zeropark or Propellerads).
You can start with $20-$50/day for each traffic to see which one performs best for you. This will provide flexibility in optimization while keeping testing costs at low.

Then invest another 15% (~$750) for tracking tools and software. You need some reliable tracking, analysis, and automation tools which will measure the performance of your campaigns, so you can optimize them efficiently. For tracking, you can go for Voluum, Bemon or RedTrack which are the best in the market and does not cost you more than 100, 200 bucks per month.
Then you need LP builders like LeadPages or ClickFunnels which allow you to build optimized landing pages. These tools cost you ~$50-$100 month.
After that, we have Spy Tools and VPN/Proxies that start from $70 to $150 month for spying and $10 - $20 month for proxies. Anstrex and Adplexity are the top ones for spying and PureVPN and NordVPN are the well known for VPN services which can get you geo targeted ips.

The last 15% (~$750) of your budget should be invested on testing and optimizing campaigns and it's like make or break for your CPA marketing business. Do not forget to start testing with few offers and traffic sources at the beginning then expand as you grow.
For testing 5-10 offers, invest ~$100-$200 according to your offer's payout. It's generally 10 times more than your offer's payout, so if your offer pays $2, you want to invest $20 for testing that.

Once you start getting conversion, scale up by increasing traffic and expand your geos to other countries to increase your ROI. This phase needs to be considered an investment into your learning, and finding what actually works and when you find offers that convert well, scale up and take your earnings to reinvest in traffic and test new offers.

Good luck with your CPA marketing journey : )

yes looks like good start.

This budget is more than enough. The other thing is to find a reliable affiliate program with competent managers and the right tools. I currently work with Bona Fides, and my initial budget of $1,000 has already increased many times thanks to the team. Plus the conditions here are great. They have CPA+RevShare, and Classic CPA, so you can definitely earn here.
