If somone else has been spamming and his spam articles are deleted but still indexed and ranking is there way to request google to remove them?
how effective the request will be considering tha pages are like "page not found" what do you mean by disvavowI think removing the article on other domains is not possible. If it is on your website, you can submit the removal request in the Google Search Console to remove the indexing and rankings of the URL. Maybe you can disavow the links instead.

If the page is not found and the page is still indexed & ranking, they are still cached I think. Maybe Google has not crawled those pages yet. If you submit the removal request, Google will recrawl the page and it will remove it from the index once it identifies there are no articles.
