If somone else has been spamming and his spam articles are deleted but still indexed and ranking is there way to request google to remove them?
 
I think removing the article on other domains is not possible. If it is on your website, you can submit the removal request in the Google Search Console to remove the indexing and rankings of the URL. Maybe you can disavow the links instead.

If the page is not found and the page is still indexed & ranking, they are still cached I think. Maybe Google has not crawled those pages yet. If you submit the removal request, Google will recrawl the page and it will remove it from the index once it identifies there are no articles. So it may help you.
what do you mean by disvavow
It means you can instruct Google to don't count the unnatural/spam backlinks from the set of domains. Also, it won't remove those articles from Google.

It is deleted the page is "page not found" but there are spam articles from weeks that are deleted but still indexed and many still ranking would that work?
