Can I advertise merchandise using Google Ads or will it get banned? What are the risks?
 
What product do you want to promote? Is it the WH? The platform is a bit strict now

Using graphics related to lesser known brands like a Mr. T graphic and slogan on a mug for example.

Well, you're stepping on a minefield. They're very strict about copyrights these days.

Ok so one would have to use BH methods to do it. Would you know if it's the same on Meta and other social media ads?
 
So did Bing. I'm not sure about the others. They seem to have suddenly become like this.
Interesting. Ecommerce platforms like ebay, etsy etc. still seem lax on it but I fear they'll tighten the restrictions eventually too. Ebay just introduced a new feature where you're supposed to add producer of the product you sell.

I have no plans to expand into that area at this time
 
I think you can successfully make this ad using black hat cloaking techniques
 
'low-key copyright infringing' is too vague!
Lets say the tv show Stranger Things gets popular, in the show there's a iconic scene with an alphabet and christmas lights. I create that alphabet as design and put it on a shirt, but I'd need to advertise it for the Stranger Things keyword.

Ain't nothing vague or white hat about this ^^' google adwords doesn't play when it comes to copyright infringement so you need to run your ads like you would for any other Blackhat niche! best of luck

You can, but avoid controversial items to stay within Google Ads' policies and avoid getting banned.
 
You can advertise merchandise, but make sure it’s compliant with Google’s policies selling counterfeit or misleading products is a big risk for a ban.
