You can't create IG accs at 100% rate even if you have no footprints, the only way people do it is to create 10k accs to have 1k actually created

This will forever be a cat and mouse game. The people who are able to still mass create accounts, aren't going to share their methods publicly, just the same as I wouldn't expect you to share your working method, as it's just gotten way too difficult, and will get patched rather fast once you make it public. I would advise getting in contact with people that you know bulk create accounts, and speak with them privately about the matter. That's how that type of thing is properly handled. I personally don't know how to bulk create accounts on IG, just giving you my opinion on the matter. Wish you luck in finding a solution.

Exactly this. It takes even up to years of R&D to find a way to reg quality/best accounts.
