Is there any application or website that detects people and phones around you

maybe your bluetooth can help you identifying phones near you
but detecting people is impossible xD...it's easier to find a ghost detector

Network Cell Info app -> Unprocessed data tab. But it's rudimentary.

f you use Android, then in developer options you can see unnamed Bluetooth devices via developer settings. This, in theory, should show any phones that have Bluetooth on even if they turn off their visibility setting.

Apps like Fing or WiFi Analyzer can show the devices connected to a local Wi-Fi network, but this is only useful if you're on the same network.
