I think it really depends on the app, how it looks like, how many functions it got, and so on. But most importantly: It depends on the guy reviewing it.
Unexpected and ridiculous suspensions, removals and terminations. Not dealing with real humans. No support, no one you can call, no one you can message, only a 1000 letter appeal that sometimes do not even provide an answer or just gives you a generic reply.
I said this before. I had an app which had (in their opinion) a grammar mistake/typo in the Chinese translation of the description. They suspended the entire app. Its not like the grammar error was an insult or anything like this or a forbidden word.
I thought to myself: Why are these guys not simply messaging me and telling me to edit or even remove the Chinese translation? Why would they directly, without any warning at all remove the entire app for something like this?
I sent an appeal and told them: "I can just remove the translation or edit the text and the problem is fixed. It will take 30 seconds". But they didn't even reply.
It was at this time I realized two things: First, there is no future with Google Play. They can and will do whatever they want without any accountability or responsibility. Secondly, it was not about the random grammar mistake at all, it was a hit piece. They FIRST decided to suspend the app and THEN they wanted to find a reason. Its like a show trial in a dictatorship. Everyone knows the reason is bullshit, but they still pull it off just because they have the power to do so.
All above and lets say now we need to verify our developer accounts and I have few accounts all legit opened on real persons BUT first step is to verify your email (NONSENSE) and phone number and I cant verify phone number last 3 weeks because for some reason developer console think that I spam verify button and just give me message like "you can't do that right now try later". And support after 5 emails told me to wait 7 or 10 days and to try again. This is just ONE thing.

I was working on one of my apps for two weeks now, submitted it and this reviewer just sent me this again:
Guideline 4.3(a) - Design - Spam
We noticed your app shares a similar binary, metadata, and/or concept as apps submitted to the App Store by other developers, with only minor differences.
Submitting similar or repackaged apps is a form of spam that creates clutter and makes it difficult for users to discover new apps.
I really dislike it, because what they do is basically gatekeeping and some form of censorship.
So I just got into a little bit of a rant to the reviewer. I asked him if the App Store isn't be supposed to be a free market and the user is supposed to choose which app he likes more. Then I asked the reviewer, what else feature I should add to the app, so it won't get refused as "spam". Because my app right now got way more features than the other few apps in the same niche.

Design is spammy? I don't know. It made me smile.
What are they smoking at those companies these days?
Or are you uploading some dirty cloned apps and they see something cloned?

That's normal. Everyone has "buy coins" in their app. I guess that's enough of a reason to reject someone.

No, I wrote this app from scratch by myself. I will ask this person what is actually wrong.

I would ask them for tips how to exactly rewrite and which parts exactly to rewrite.
Because what else...
I guess it's some form of gambling since this is paid some money to publish an app I heard.

You can request an appeal and then another time of reviewers will have a look at your app.

I see Cyrillic letters at start of email maybe that's the problem that they made something like thisRight after i made an appeal, they literally removed my account, it becomes same insane like in playstore.
I did never publish application sucessfully, and they removing somethign that not exist

How many times did you resubmit the app? The exact same app, with the same title and App Icon? Also, when you tried to resubmit the app, did you delete account from your app or simply leave it on rejected?
Also, I really don't know about your app. Can you share some screenshots and app title? Just to see if it is really looking like spam

That sounds nazi.
There s screenshot above how many rejections i received.
I was removing whole app, change he's name with app icon and all the assets inside after getting 4.3 SPAM.
I expained also my app, it was simple wallpaper applications with dozens of additional functions i had to add, wrote in Objectice C connected with php script from server side.
All the screenshot were showing the functions of applications, so there was no any misslead in preview images, never got error about those.
The last rejections message i got, was about blind reviewer cant not see the e-mail at the boottom of Support URL.
So in my opinion it works almost same like google shit, but this time they dont give you even chance to test the store before they ban you.
And the cost is just ridiculous, 100$ + 800$ for apple m1 macbook chip. instead of burning 25$, you burning 900$.
I Bet HWID of this chip is also banned.

Oh boy, you also got balls to provide them with a "freeprivacypolicy.com" link, no wonder they think its spam.
I think the real problem is how they are communicating. They just copy and paste the same message all the time, instead of giving constructive ideas and telling what to change.
It could be possible they are not accpeting Wallpaper apps as a whole because the entire App Store is flooded with it. Even Codecanyon and other template sites are flooded with them.
Its really difficult to judge the quality of your app and the store listing without seeing it.

I found the same link in more than 50% apps i checking, i dont think is any violation.
I'm wonder about macbook now, did i should get other one? HWID is for sure flagged by provisioning profiles.

You can always setup hackintosh and use whatever hwid you want.

I heard about issues with binary delivery to appstore on hackintosh.
