The important thing you need to do is use many Facebook profiles to manage your BM. If a Facebook account has its advertising rights restricted, you will not lose access to that BM.

yes if they are reinstated/verified then they have very less chance of getting ban again. create a bulletproof setup to run ads stably, which includes adding 2-3 profiles per BM. use multiple BM for different purposes like 1 BM for ads, 1 BM for page and 1 for pixel.

Please share the BM with at least 3 familiar people to also manage the BM
