I don't think there is anybody who can guarantee account suspension. It all depends on your skills and type of ads you are running.
All I can say the accounts are pretty strong and if handled properly they can run well.

Lol... You clearly don't know much about Bing. And mostly people here are looking to run greyhat and blachat campaigs without expecting it to run for months and years. Even for whitehat campaigns, Bing can block the account anytime without any clear reason.
I'd request you to search the kind of chalanges people face with Microsoft Ads.
