I think you can improve your skill by practicing what you've learnt. Create your own site and start applying the things you know see how it performs.
But if you're able to join agency that's willing to accept you with your level of knowledge while you learn from the job, it'll be perfect.

As for work, as a regular member, you can't get work, you can only reply to Want to Buy and Hire a Freelancer when you become a Jr VIP or buy a Premium membership, or open your own Marketplace thread.

Its always good to join some agency. Because you will be getting projects from different industry and that will help you to expand your knowledge and experience. Be there with any company for atleast 2 years then you can start your own agency or start as a freelancer.
