Scraped content and stay indexed?

Is it possible to have sites/blogs with only scraped content and have them stay indexed to be used later as the bottom layer of a link farm? Or are sites of this nature always destined to be de-indexed?

The nature of them is to be de-indexed, yes. And there's no way to keep them indexed for sure.
You want a few things to help.
1)Alter the content in some way. I've seen places that keep the 1st and Last Paragraphs in tact, then shuffle the middle paragraphs(normally it doesnt matter too much which order "support" paragraphs come in. Otherwise, markov can help. If it's table data and stuff like that, change the orders and structures around.
2)Try and keep them from ranking - Sites that rank, get found. Sites that get found, get banned.
