23K views are a lot and definitely it's a good achievement. Something is considered Viral on social media when its popularity grows exponentially. If you are getting extremely high engagement rate in the form of comments, likes, shares etc. then you can consider it viral. If you just got the views but not engagements then it might be seen but ignored.

It will not happen on all reels so do not get that much excited. Sometimes these platforma push initial videos so as to make the creator hopeful so that he keeps posting content on the platform.

there is no real number, if your account is brand new and it gets 23k I would say that's viral for you. if you had 100k followers and you got 23k views I would not think that is viral.
