Adsense Approval: Low Value Content - How to Fix 9s Average Engagement Time? [please help]

My new WordPress site was declined during the AdSense approval process, and the reason was low-value content.

At this moment, the site has around 25 articles, and I'm planning to add more. However, I'm afraid that the reason for the decline is the low average engagement time (from analytics).

The site is in the Food & Health & DIY niche and I sent for test 2-3k visitors from Facebook (real organic traffic). Currently, I have installed the GeneratePress default theme without a lot of changes.

A 9-second average time looks very low. What is the normal number to get AdSense approval?

Can changing the theme help to increase the average time?

9 seconds for food niche is low. I have one with around 60 seconds.

Anyway, just drop 1 new content and press "Request review".

Well, according to some rules, from the moment we send a review request, we shouldn't touch anything, for example, I rarely get rejected, but my last site was rejected 2 times, and then received the third time in like 30 hours, and nothing was changed except that I added 1 new article.
Set up your site now, do all the tiny things, add 1 more article, and just press review, they will accept you I'm sure.
