I still can create accounts and some of them are good but 90% are bad as I described, maybe reset phone will help?

Reset phone will not work better, Buy another phone and this only happens to android devices from my experience

no, that won't work. as apps nowadays get phone's fingerprint info so its harder to fool them on the same phone.
my suggestion? buy several cheap phones and create accounts in each of them

That's rough. Might want to alter your phone's internal info, if it's android and rooted. There's also a way to go about editing iPhone's internal information like IMEI but it's a little tedious. That or consider getting a different phone.
