Low CTR for keyword in google search

The ctr for the keyword being in average 7.4 is very low. How could it be explained? What position should I have to get 10% of ctr?

Your meta needs a facelift. Spice up the title and description to stand out. Focus on searcher intent. You want to be top 3 for a shot at 10% CTR, but that's just part of the game.
