Since you're blue, you can apply.
They have a BETTER ASSURANCE of doing business with BLUE accounts since you have something to lose. This is especially true if you have offers on the marketplace.

Yes if aren't upgraded paid member you're restricted from selling/advertising your services.

nice to know then, i suppose joining ventures or looking for partners in ventures doesnt count as promoting ur services right?

JV section is there and non paid members are allowed to post there but I am not sure if there's some restriction with account age, number of posts or not.
