I have used billing accounts in the past but the account provider I have been working with has disappeared so I am looking for a new one and I have noticed that a lot of people don't understand what a billing account is so are people not using this type of account? Or do people call them something else?

You are referring to accounts that have a large spending threshold and then use advertising, not paying the outstanding balance to FB. Some examples of such accounts

Yes, but it's so hard to get an account with your kind of limit that it takes luck, whereas I'm only stuck with a 900 limit, and this one doesn't require luck.
