I'm no longer into blogging but when I was, I used to test a lot and in the long run white hat websites made more money and consistent traffic lasted longer.
In current times, I don't know because google updates are getting crazier and even genuine white hat websites are getting punished.

Blackhatforum users will suggest you mostly blackhat. But I will suggest to pick on your project type. If you have good good budget and already have other sources of income, have a whitehat approach and build a site that you can milk for quite long time.

Black hat violates the google guidelines and uses tools to gain quick rankings. It is a short term and risky process.
