Copyright claims are ok. Copyright strikes however will not allow you to apply for YouTube Partner Program.
You cannot apply with strike. Wait for it to expire.
To be fair I'd rather trust Google/YouTube than some random person with only 2k subs.I think there maybe kinda update or something like exceptions !

So i have to wait 3 months .. I`ve been working on this channel for the past 2 months i create mainly shorts but i feel that Youtube put a limit on them , my shorts never crossed 8k while competitors get from 5k up to 300k per short.To be fair I'd rather trust Google/YouTube than some random person with only 2k subs.

Creating a new account will mean you start from 0 and it's unlikely that you will get monetized much earlier than 90 days anyways.
You are a new account , do not spam meaningless comments here & there !Yes you can apply for monetization with a video uploaded if you had gained the needed watch hour views and subscribers need for approval
I am annoyed as it was a very dumb move to upload copyrighted content to get watch hours !You will need to wait a few months then you can apply that won't be a major problem when you reach the threshold and just remember that is a 50/50 once you apply.

Actually i applied with 1 active copyright strike and got accepted , do not know if it is case dependent or what .you will have to wait until it expires .
