I think, upwork is a larger/biggest projects with long term relationships/investment, while fiverr is better for smaller tasks/project... so its depends on you that who choose the upwork or fiverr platform about your client seo and graphic design

Fiverr is easy than the Upwork to get client. Now Upwork charging 8-10 connect for job apply, which is equal to $1 per job apply, So it is difficult for newbies to get job at Upwork. But Want to invest then you can buy connect and apply at Upwork job.
