You need to join a CMS (content management system) to have your channel whitelisted. Or else like you said, yes there are some people, such as indians who run channels with things like "full movie re-uploads", are rumored to know staff working inside of YouTube and have bribed them to whitelist their channels manually, or they might even be YouTube staff themselves who are working on the backend, and running channels as side business.
