I am promoting a gray ad. After a period of time, my account has now been suspended. How do I recover it, knowing that people restore it, but I do not know the method?

Is there a message or something like that?

And how sure are you that people restore these type of accounts? There is a relatively high probability, in comparison to other suspensions, that the suspicious payments suspension can be fixed.
However, regarding other suspensions, like circumventing and/or unaccaptable business policies, especially when the ad is indeed gray (like cloaked), then I've never had any success with appealing these:
all of my appealed accounts have been very aged and/or with a medium/high spending, with an advertised white ad in past; the text I wrote in the appeal was original, and what I did there was describing who I am, what my business is, who our customers are, everything taken from the advertised website; many of the appealed accounts were advertiser verified;
that is, I consider that my chances were the highest possible, and regardless of that, all of these requests have been rejected.

That is, I doubt that there actually is any method of unsuspension, but this is rather a question of pure luck, and those people who do say that they unsuspended their account probably had other dozens of accounts permanently suspended with the appeal rejected.

How do I open another account? What should I change? Is it possible to open on the same computer?

It is not possible to open on the same computer. Google has to see this new account as if it was created and managed by a completely different person.
I'll explain what I do:
First of all, you get any popular anti detect browser; I use adspower, which gives 2 profiles, that is, 2 separated independent browser sessions, for free. You could also use anything similar, like dolphyn anti detect browser, octo browser, and [maybe] incogniton. These browsers emulate a real machine with different so called browser fingerprints and device parameters.
While creating a profile using any of these browsers, you need a private proxy for each session. For google, only residential or mobile socks 5 proxies would work, any other proxy types will suspend your account as google won't trust you. Don't go with cheap ones as they might be blacklisted by google.
Now, you either create a new google ads account or buy a ready one.
You said your ad was gray: if you have been suspended for either circumventing systems or unaccaptable business policies, you will have to use a different domain with [at least slightly] different content;
if you add the previous one, you'll get suspended in now time as that one is already flagged. You also need a new payment method as if you add the previous one, you'll get suspended again. Cannot help with this one, but many people here on forum sell VCCs: ask them if these work for google ads.
So whenever you use an anti detect browser, a good proxy, new domain with a different content and a new payment method, you're pretty much safe as these are main requirements to work with google.
There might be some more details, but those can vary depending on what and how you advertise.
 
Oh, and don't use the same phone number you used for the previous account: since some time google also bears this in mind.
Don't user online services for account creation either, those numbers are extremely blacklisted (even if the support claims they aren't), and will get your google account disabled.
Go to your local store and buy a physical sim card, doesn't matter if the country doesn't match your google account.

Should I set up Gmail with the same proxy I purchased or in another location far away from where my first account was suspended?

Where your first account has been suspended is irrelevant as long as you use proxy; the location (country, state, city etc) can be the same. The IP must be different, that's what the proxy is for.

So it doesn't matter if you put the same name and lineage in the account

It doesn't because there are a lot of people who can have the same name and google can't ban them all.
 
As for confirming identity?
If you're talking about advertiser verification, this one requires submitting documents. If your account is going to survive until this moment, and you want to verify it, then yes, the document you provide has to be of a different person. And this matters.
If you're talking just about a name in the billing, then it doesn't.
 
Best is to use someone else account using his billing details on his PC. No other way for Google IMO
