Your best bet is to get an appeal through to IG's Meta support. From what I understand, they should be able to do just that. Will they, however, is another matter entirely. As you can imagine, it doesn't happen normally. It's not very likely.

Mostly it doesnt come back, in certain cases it does so depends on why it was banned at first place. And services for this costs $$$$ which I have seen on other forums
