Question about Backlinking PDF files

I see a lot of backlink files created like that.
Can anyone tell me how they do it?

Analyzing that web, it looks that it's supported by some sort of old CMS system probably based on PHP. Who knows which could it be, but as soon as you find some flaw or exploit, you could probably be hacking into sending files and all sorts of things. This is very common, in fact many blasting lists come with this kind of PHP exploits which facilitate things to not only insert the file but also, with certain software with embed PDF generator (Like SEO Autopilot or RankerX), hack and insert the content straight away.

Pretty straight forward if you take your time to hack through or to identify footprints to identify which CMS is behind that site. For me is simpler to rely on those guys that dedicate exclusively to discover this things to afterward, insert them in their automated softwares.

Hello, backlinks from PDF files doesn't count. These PDFs are not used for ranking the money sites. Instead they are used as parasites to drive traffic to the desired link. As gov and edu sites have authority on Google, they rank well.

How do they do it? Well, usually they search for websites using outdated/obsolete software and use the vulnerabilities to upload files. Many times, there are upload forms into the website itself.

In this case the file is uploaded using a form in the website itself.

For example uploaded this -
