You Title says "Officially" but in reality you don't have any Official Proof
as far as Threshold is concerned keep in mind it will come back eventually but it will take some weeks. If you guys are into this threshold thing from 2 or 3 years you might already know when Google reduced the threshold for USA accounts to 50$ they reduced for all New and OLD accoutns which already had 350$ Threshold but in this case google only stop giving threshold only to new accounts old accounts having Full Threshold before this Update still have Full Threshold.
