I have few question hope you will take time to answer them and guide me the right way.
(1). Can you please explain us the right way to setup a gads campaign for gambling in India (in detail step by step please)
(2). Can we do it without cloaking and by K.I. technique. because I think the more you hide from google the more it gets cautious. If cloaking is the only way then what's the right way.
(3). How can i farm gads acc for India. some relevant info please.

1 ) To setup any niche in any country your first step is to create safe landing page that approved by google for desired keywords ( same as liquor company run TV ads in the name of music CD & Water, Energy Drinks etc ) .. once this is done now you come to 2
2 ) Yes the more we hide, person in front of you will be curious / suspicious about you. Some peoples in casino niche from Asia ( Malaysia, Thailand, ) are not doing any clocking but just capturing lead on landing page and nurturing personally. Black Hat is not just tools & scripts but also find new paths to reach target customers. As longs as you more then 3X ROI you are on right track.
3 ) You are find my google ads account providers from India. Don't buy bulk from one person but small numbers of accounts from different provider. this will prevent you from mass account suspension.

I'm running an IPTV subscription business and created many ggads accounts, running my campaigns without any clocker just a raw link to my landing page. I managed to run one campaign on my Personal ggads account for a week and got suspended for copyright. Also tried to buy new domains and run it again but without any success. Ever since then, I'm unable to run a campaign for IPTV. I'll be happy if you could share some tips, on how to warm up my accounts and run my campaigns normally. Thank you again

Looks like you are not following the proper process on forming new account, warmup account. You need to change IP, payment method, domain / hosting etc.
For blackhat process and patience is the key. Use some anti detect multi login brower and unique IP for each google ad accounts.

Google need more and more data before they actually optimize your campaign normally it take 14 Days and and in threshold system you only can spend what you got threshold amount and as soon as your campaign close to be optimized your threshold will be ended.

This question can have very specific answer like "not skippable ads are better then skippable ads" .
With google ads / You tube ads / Facebook ads all you are trying to achieve positive outcome. IF you selling something seducing and desirable by every man you can simply bid on cost per thousand impression because you know people are going click you ads anyway.

But if you trying new niche / not sure niche better go safe ( coast per action , cost per conversion ) .

if you just traffic arbitrage you must opt for cheapest maximum clicks to landing page.
