I think you should use a new account, if you still want to use it try my way:
- Create an interactive campaign with a budget of about 2$
- Wait for that ad to work. Go to the payment methods section add another card and accept hold. And then your ad can spend, this way I tried before

What do you mean by "Ad to work"? The Ad is active, but in billing section it still shows Ad account disabled.

This is super easy to fix, go back on your ad account, change the budget to a lower budget ($2-3), make sure you have money on the card, and try again

There is no way to fix the hold, you should find a new advertising account to use
