No delivery from @Tweekster

Hello,

I hope I get some assistance from BHW community.
I contacted BHW Jr. VIP user Tweekster in May for a quality adult backlink via Skype.
The transaction ($700) happened on the same day after some bargain. I saved the conversation, but because of sensitive information I couldn't share it publicly, let me know how/where I can send to admin(s).
The delivery would be one ******** backlink on a DR 63 website's main page.
So far nothing happened. I got my last response via Skype on June 14, my last message to seller was on June 29.

• This is the seller's thread on BHW where I found it's contact, but since it was a custom high traffic site, it doesn't fit in a standard order, they offer custom backlinks too (see conversation)
• The negotiation happened on Skype
• The transaction happened on Paypal
• The seller promised 10-14 working days to deliver, that happened on May 18, today is July 18
• The delivery would be one backlink (niche edit) on a specific adult website

Please find the supporting Skype communication attached.
When I sent my last message (on Skype) the target site became unavailable, it seemed that there was a problem around the domain name. Today, the site is back, but still no backlink to my website (Checked July 18).
