Sure you can launch without getting suspended, we have multiple accounts like that,
it's just part of method if you actually prefer to get suspended and unsuspended before launching campaigns, but despite what you read here, not all accounts get suspicious payments or unpaid balance at first

No solution is permanent in Google Ads. Yesterday's problem can be today's solution and today's solution can be tomorrow's problem (as far as Google Ads goes).
So, issues will always be there, sometimes at a higher rate and sometimes at a lower rate. Hence, those who keep their campaigns running (atleast most of the time), are the ones who NEVER look for solutions, they keep experimenting on an ongoing basis ON THEIR OWN, and this way, they are able to see things in terms of PATTERNS and that is the ONLY way to keep their campaigns running most if not all the time. The best way to play the Google Ads accounts (and campaigns) game is to do things on your own, ON AN ONGOING BASIS, including experimentations in the mix of things and once you know the patterns, you can easily find ways out, on an ongoing basis.

It cannot be totally avoided, it will happen on some accounts, once in a while. Just simply appeal each and every suspended Google Ads account, by filling and submitting the Google Ads suspension appeal form, NO MATTER what the suspension reason(s) show as.
